FHVA Bylaws (updated 2023)
In 2023, your FHVA Board approved new bylaws in order to conform with the city of Albuquerque’s revised Neighborhood Association Recognition Ordinance. The updated NARO enables all households located within our boundaries to become members of FHVA and thereby vote in elections without payment of membership dues (although dues may still be paid voluntarily). The new bylaws establish two membership classifications which are explained in Article 3 of the new bylaws.

Covenants
Use the list of installments below to see each installment's covenants. An installment is a group of homes developed at about the same time. Covenants are similar but not identical across the installments in Four Hills.
Regarding covenants in The Reserve: In 2004/2005, Pulte Homes, developer of The Reserve, agreed to transfer responsibility for enforcement of architectural control and covenants to the FHVA Board of Directors, and the FHVA Board accepted. See files below. This is the only installment in Four Hills for which such authority ever rested with The Board. In 2016, the Board realized that it did not have the resources to legally enforce architectural control and covenants and formally transfered that authority to present and future property owners in the The Reseve, individually and collectively, This notice wasa published in the Legals section of the Albuquerque Journal on August 16, 2016 (notice attached below). A letter was subsequently sent to all dues-paid members in The Reserve. That done, the situation regarding covenants enforcement in Four Hills is consistent. The FHVA will work with members in The Reserve as it does across Four Hills to resolve covenants issues and per the By Laws, the Board has the option to join in a lawsuit should an issue come to that.

It is the Board’s understanding that enforcement actions may be taken by property owners within any installment against an offender in that installment. Per the Bylaws, the Board may elect to financially support such an action.
