The file immediately below is a City Council resolution, May 14, 2004, Resolution 0-24, addressing access by way of city roads between Four Hills and Juan Tabo Hills.  It states:  "There will not be any full connection of roadways or streets between Juan Tabo Hills and Four Hills Village."  This means that while there are roads that may be used for emergency access, no routine access by city roads is permitted.  Color added to the attached file by Roger Hartman for emphasis.
